[linux-cirrus] Cross-compiling Speex with Cirrus Logic MaverickCrunch support

Hi all,
I'm trying to cross-build speex with MaverickCrunch support, but I encountered
a problem with libtool. I'm working with the old Cirrus binary tool chain.
