Yes, until dokuwiki can see this file nothing can be imported. It should be copied with the same name to the same location in the new installation.

You might also compare file ownership and permissions between the two installations. If you are comfortable with the Terminal, it is easy to examine this with "ls -Gal" (if you don't have it aliased to something shorter already).

Once dokuwiki can find the old changelog ("data/changes.log"), you can force the import by following the steps you quoted earlier. Note: You will loose edit summaries for changes made between the upgrade and the changelog import because the import overwrites the existing changelog. This will not effect the availability of old page revisions.
