If you know that ICU can do the job, why don't you use it?

DIUnicode comes with its own set of Delphi-coded converter functions. You can
optionally link it against DIConverters which gives you a total of over 160
encoding and decoding functions.
For example projects, see the Demos folder in the DIUnicode package.
