Don't know about the first two attributes, but with KeyTweak, _every_
keyboard is remappable:

This free and effective key remapper has been a must-have for me on
every Windows computer I've owned since yonks, and it still works fine
on Win 7. Within Xy, you can of course modify the KBD file to do your
remapping, but KeyTweak works across the board, for DOS and Windows
programs, and it's very easy to use.
