Cette contribution ne se propose pas de passer en revue toute l’histoire et
l’actualité de chacune des centrales syndicales française représentatives.
Signalons également, que dans d’autres pays européens, des syndicats
connaissent également des difficultés d’audience et ou existentielles à partir
de particularités spécifiques et communes.
Certes, schématique, mon analyse cible les causes principales du déclin du
syndicalisme français.
Bien entendu, il est d’autres réalités qui ont leurs incidences dans la
situation française : cet éparpillement syndical qui gêne l’efficacité des
luttes sociales et l’attractivité à la syndicalisation, les confédérations
syndicales françaises ont toujours été réticentes à l’idée de l’adhésion
obligatoire avec la cotisation prélevée sur la feuille de paie ou autre système
possible.
Egalement et d’importance, le monde du travail actuel n’a plus la dominante
ouvrière comme au début du XXe siècle : Lorsque les salariés étaient
concentrés dans de grandes unités de production ! Présentement, les catégories
: employés, techniciens cadres et ingénieurs sont majoritaires dans le salariat.
Enfin, l’existence de structures étatiques ou professionnelles à caractère
continental, rendent plus difficiles la mobilisation vers un ou des
interlocuteurs éloignés des lieux de l’activité et mal identifiés.
Il y a cependant 2 principaux écueils au développement et à l’attrait du
syndicalisme :
1° Si la CGT née officiellement à Limoges en 1895, conjuguait à l’origine les
tendances : révolutionnaire, réformiste, anarcho-syndicaliste, l’avènement
proche de la SFIO en 1905, puis surtout du PCF en 1920, ont favorisé un
syndicalisme de masse et de classe considéré comme le stade élémentaire, le
premier palier du changement sans se substituer à celui-ci (charte d’Amiens.)
Le combat syndical, laissait entrevoir un monde meilleur que la perspective
politique concrétiserait.
Principalement, le communisme a longtemps été cet idéal fédérateur des énergies
entretenant le sens de l’engagement au présent pour un futur meilleur.
Le syndicalisme chrétien, qui fut le second à se constituer en France au début
du XXe siècle basé sur la doctrine sociale de l’Eglise, proposait une vision
sociale harmonieuse basée sur les valeurs chrétiennes et une théologie du
travail avec des auteurs sociaux d’Albert DE MUN à Gabriel MARCEL,….. puis,
Jean FOURASTIE qui trouvaient la voie de l’équilibre entre le capital et le
travail dans le respect de la dignité chrétienne humaine du devoir.
La référence à des auteurs comme MOUNIER, BLONDEL et MARITAIN, permettait de ne
pas estomper la source chrétienne comme guide des rapports sociaux.
Pour des raisons différentes, les deux perspectives du communisme et du
christianisme n’ont plus en France leur rayonnement d’antan, et surtout, ils
sont devenus dépouillés du rêve ou de l’illusion de lendemains qui chantent
auréolées autour de valeurs universelles partagées majoritairement.
Si de nos jours, un syndicalisme laïcisé de type CFDT progresse, mais sans être
constitué de millions d’adhérents, c’est que la notion de réforme sans
filiation ou référence à un modèle extérieur, se construit par le pragmatisme
de ses élus, basé sur une créativité de force de propositions du corps social
soumis à la négociation. Il remplace progressivement la disparition de
l’appartenance à une classe, ou celle d’un Dieu fédérateur de la souffrance et
de l’amour ,et ceci : dans un monde de plus en plus individualisé.
2) Le second handicap du syndicalisme, est celui au stade de la mondialisation
des échanges avec des structures étatiques ou professionnelles dans les grands
groupes avec des instances supra- nationales est celui d’obtenir des résultats
tangibles par l’affrontement social :
A quoi bon se syndiquer puisque en France, l’adhésion n’est pas obligatoire,
syndiqués ou non, tous les salariés bénéficient des avancées ou héritent des
reculs sociaux ? Surtout de nos jours, les résultats obtenus ou la préservation
d’acquis antérieurs résultent plus de la négociation avec les instances
patronales et gouvernementales que par le rapport de force des mobilisations
sociales. De ce point de vue, citons le rôle exacerbé décisif des firmes
transnationales et de la finance internationale.
Alors : l’avenir semble difficile, mais s’il y a l’arrogance d’une technocratie
se voulant trop triomphante et d’un libéralisme intransigeant débridé, alors,
dans cette triste perspective, l’agrégation du nombre de mécontents et la
dégradation sociale favoriseraient la perspective d’un nouveau courant
politique récupérant et orientant les théories du passé, s’adaptant aux
conséquences de la révolution transhumaniste, et permettrait l’éclosion dans
l’ancrage des conditions régionales, nationales ,d’une sorte de nouvelle
internationale du monde du travail adaptée au IIIe millénaire.
De ce point de vue, l’affaiblissement en cours des corps intermédiaires avec un
individualisme trop forcené, nuira à la force collective des consciences et au
sentiment d’appartenance à un corps social.

THE CRISIS OF THE TRADE UNIONISM IN FRANCE AND ITS REASONS WHICH DRAW FROM THE
MASTER KEY ..... AND PRESENT!
This contribution does not propose to review all the history and the topicality
of each representative central trade-union Frenchwoman. Also let us announce,
that in other European countries, trade unions also have problems of audience
and or existential starting from specific and common characteristics.
Admittedly, schematic, my analysis targets the main causes of the decline of
the French trade unionism.
Of course, it is other realities which have their incidences in the French
situation: this trade-union scattering which obstructs the effectiveness of the
social struggles and the attractivity with the unionization, the French
trade-union confederations were always reticent with the idea of obligatory
adhesion with the contribution taken on the payroll or another possible system.
Also and of importance, the current work world does not have any more the
dominant worker as at the beginning of the 20th century: When the employees
were concentrated in great production units! At present, categories: employees,
technicians frameworks and engineers are majority in wage-earning.
Lastly, the existence of official or professional structures in continental
matter, make more difficult the mobilization towards interlocutors far away
from the places of the activity and badly identified.
There are however 2 principal shelves with the development and the attraction
of the trade unionism:
1° If CGT officially born in Limoges in 1895, combined in the beginning the
tendencies: revolutionist, reformist, anarcho-syndicalist, the advent close to
the SFIO in 1905, then especially of PCF in 1920, supported a trade unionism of
mass and class considered as the elementary stage, the first stage of the
change without replacing this one (charter of Amiens.)
The trade-union combat, let foresee a world better than the political prospect
would concretize.
Mainly, Communism was this federator ideal of energies a long time maintaining
the direction the commitment at the present for a better future.
The Christian trade unionism, which was the second to be constituted in France
at the beginning of the 20th century based on the social doctrines of the
Church, proposed a harmonious social vision based on the Christian values and a
theology of work with social authors of Albert OF MUN with Gabriel Marcel,
..... then, Jean FOURASTIE who found the way of balance between capital and
labor in the respect of the human Christian dignity of the duty.
The reference to authors like MOUNIER, BLONDEL and MARITAIN, made it possible
not to blur the Christian source like guides social reports.
For different reasons, the two prospects for Communism and Christianity do not
have any more in France their radiation of yesteryear, and especially, they
became stripped dream or illusion of following days which sing haloed around
universal values shared mainly.
So nowadays, a laicized trade unionism of CFDT type progresses, but without
being made up of million members, it is that the concept of reform without
filiation or reference to an external model, is built by the pragmatism of its
elected officials, based on a creativity of force of proposals of the social
body subjected to the negotiation. It gradually replaces the disappearance of
the membership of a class, or that of federator God of the suffering and love,
and this: in a more and more individualized world.
2) The second handicap of the trade unionism, is that at the stage of the
globalization of the exchanges with structures official or professional in the
great groups with authorities supra- national is that to get tangible results
by the social confrontation:
What good is it to syndicate since in France, adhesion obligatory, is not
syndicated or not, all the employees profit from the projections or inherit the
social retreats? Especially nowadays, the got results or the safeguarding of
former assets result more negotiation with the employers' and governmental
authorities that by the power struggle of the social mobilizations. From this
point of view, let us quote the decisive exacerbated role of the transnational
firms and international finance.
Then: the future seems difficult, but if there is the arrogance of a
technocracy too wanting to be triumphing and of an unslung intransigent
liberalism, then, from this sad point of view, aggregation amongst disgruntled
and social degradation would support the prospect for a new political current
recovering and directing the theories of the past, adapting to the consequences
of the revolution transhumanist, and would allow the blossoming in the
anchoring of the conditions regional, national, of a kind of international news
of the work world adapted to the 3rd millenium.
From this point of view, weakening in the course of the intermediate bodies
with a too exaggerated individualism, will harm the collective force of the
consciences and the feeling of membership of a social body.
