Article IV: Pedestrians: 31 - 125: Right-of-Way at Crosswalks 2
31 ( C ): " Whenever any vehicle is stopped at a marked crosswalk at an
intersection to permit a pedestrian to cross the roadway, the driver of any
vehicle approaching from the rear shall not overtake and pass such stopped
vehicle." ( ordinance of 7 - 13 - 65 &9-2 )

7. When vehicle stopped. When a vehicle is stopped at an intersection or a
marked crosswalk to permit a pedestrian to cross, the operator of another
vehicle approaching from the rear may not overtake and pass the stopped
