Thanks John. In a situation like yesterday, would someone like you or me,
who happened to see the person, are we obligated to offer assistance in
crossing or just standby and observe? If course, if someone comes out and
is turning Left and does not see the Pedestrian, the situation changes.
This Lady stopped in the Median cutout to look Before crossing the
westbound lanes, just as the Exiting Left Turn Green Light came on.
You can just see the Front Bumper of the car or vehicle that stopped in mid
turn, to let her continue across.
The noticeable issue was her maneuvering her two wheel groceries filled
carriage over the frozen Slush, to push the button and activate the PACC.
The Sidewalks where there are PACC, probably can not be 100% Cleared of
snow and ice Before everything freezes solid, but this Lady is apparently
independent and still physically able to do her own errands.
As for clearing Sidewalks, I can still remember being sent to our downtown
Substation, on Union Street, which has a paved entrance apron, with a wide
enough two part hinged and locked Gate to allow Large Trucks and equipment
to access the S / S. We had to remove Snow and Ice, usually including a
significant city snowplowed Bank, within 24 Hours after the Snow stopped.
Or, we received a Call from The City of Portland and informed of the policy
and the $$$ Fine. This was so the City Sidewalk in front of the Entrance
Apron would be cleared of snow, and properly treated with sand and salt. We
would coordinate with a snowblower, a plow and crew members to operate
same. When I retired in October 2012, we had 3 Snowblowers, 2 Plows and at
least 12 Snow Shovelers.
Union Street S / S, above and Buxton 345, off Rte. 22, our Tie with New
Hampshire, have been the two Priorities for removing Snow after major
Storms.
