[wsmac] Skateboarding laws/ordinances

Research suggests that there are no state specific laws/ordinances regarding
skateboarding. As far as Maine is concerned skateboarders are pedestrians and
must adhere to Title 29. I am looking over city ordinance to see if we have any
city specific laws.
