Is the Cumberland Street Right Turn Only Lane to Bridge Street, also by
Default, considered a " Slip Lane " for straight thru Cumberland Street
Traffic, when there is a Green Light for  backed up Left Turning Cumberland
Street to Bridge Street Vehicles ?
