1. This would be based on the signal timing and phasing. If I recall the
signal is phased this way:
Phase 1 – WCD Thru & Right have green, all others Red for X amount of seconds.
Phase 2 – WCD Lefts have green, all other red for Y amount of seconds.
Phase 3 – Mechanic has green, all others red for Z amount of Seconds.
X, Y, & Z are based on the traffic demands for the intersection. In Maine, I
don’t think any signal takes longer than 2.5 mins to complete all phases and
very few are even close to 2mins. I am guessing this signal is in the 60-90
second range, but I don’t know. In other words, X + Y + Z = 60-90 seconds.
When the ped hits the button it can change the amount of time for the parallel
movement. For example, let’s say a ped wishing to cross WCD hits the ped
button during phase 1. The amount of time it would take before walk sign would
come up would be: the amount of time left in phase 1 plus all of phase 2 and
you would cross during phase 3. Depending on local traffic, phase 3 might be
extended so people who wish to turn right or left from mechanic and must wait
for peds to cross still have enough time before the light goes red.
The exception to this is signals that have a dedicated ped phase. I don’t
believe WCD & Mechanic is like this, but in these cases when a ped hits the
button a completely new phase is added in the cycle – all vehicles stop, all
peds cross.
Clear as mud? To summarize, it depends when in the cycle the button is pushed,
but at most it can’t be any longer than the time it takes the signal to
complete all phases or 60-90 seconds max I’m guessing in this case.
1. I don’t know, but I think it is unlikely. It depends on traffic demands
for each movement. I would assume the amount of lefts from WCD into Hannaford
is different than the amount of lefts from WCD onto Saco St and these left-turn
phases are timed differently. Some signals might be 2 phases; east-west is
green, then north-south is green. Others might have 4 phases with multiple
dedicated turn phases. I am not sure from memory.

Sign just like the one facing Central Street. It is mounted on the same Post -
The signs are mounted back to back - so people walking towards WCD and Central
Street from CVS, etc., will see it. BUT, that is the Only sign between The
Mechanic Street and Church Street Crosswalks. Mechanic Street has 4 Way
Traffic Signals, while The Church Street Crosswalk has A Manual Pushbutton on
both sides of WCD that activates dual Flashing Amber Lights to Stop Traffic in
both East and West bound Lanes.
For Ethan, I have two Questions or for Eric.
1. When a Pedestrian pushes the Button, at the Mechanic Street Crosswalk, from
either side of WCD to stop Traffic in order to cross safely, how many seconds
or minutes elapse before traffic Stops in both directions and the Walk symbol
shows ? I have watched people push the button, wait, then frustrated, push
the button several times again.
2. Are all of the Traffic Signals for East and West Traffic on WCD, set for the
same timing sequence going from Green > Yellow > Red ?
The Signals at Stroudwater for WCD traffic seen to change from
Yellow to Red very quick.

A sign on the near side of the photo would be good for folks coming down

add a supplemental sign on the near side as Dennis suggests.
Another issue here is this is no sign for people traveling in the opposite
direction, which I see quite frequently. I.E. someone who leaves Hub/Martini
Lane/Family Dollar/CVS towards Central St. The Cadillac fix here would be to
place a fence along the back of the sidewalk between the parking lot and
William Clark Dr, which would destroy the shortcut. Maybe a future grant
application idea ;-)

Crosswalk " Sign from the sidewalk at the end of Central Street, facing the
Eastbound Lanes of WCD. The Sign Post has 2 of the new " Use Crosswalk " Signs
mounted back to back on 1 Post. The Sign on the other side of the post is the
one I photographed before Wednesday's meeting.
In my non engineer mind, the Sign facing Central Street should be attached on
the STOP Sign seen in the picture, so Pedestrians walking down Central Street
towards the Intersection with William Clarke Drive will immediately notice it.
The Words " Use Crosswalk " Should also be printed in
The Language used by the Immigrant Families at The West Pointe Apartments
neighborhood. This would require some type of meeting / S arranged by the WPD
and City Officials to obtain the most spoken and used foreign Languages before
having proper Signs made, printed, and installed on both sides of WCD at
Central Street. Then, we would have something AND the City would be Legally
protected.
