Because the ped signal is not an all stop, the ped in the crosswalk must
interact with the left turners to complete the crossing.

   It seems reasonable to assume the ped has the right of way being in the
crosswalk.

   Because the ped signal is based on a 4 way intersection, the
interaction in the beyond centerline lanes must occur.

   This ambiguity is the issue with T intersections.

   Crossing this intersection with my Wife yesterday required very swift
walking to complete.
