Following is the detailed Response Letter from Eric Dudley, Westbrook City
Engineer and Public Services Director, on our Inquiry to establish a Data Base
for projects in Westbrook.
He just sent me the words for the acronym " CSO " which is used in two projects
on Maple Street and New Gorham Road. CSO means Combined Sewer Overflow.

Dear Eric,
At our monthly meeting on Wednesday, September 20th, 2017, one agenda item
discussed was working with the City to create a Data Base on planned projects
that would affect existing Crosswalks, either at Signal Controlled
intersections or at Pedestrian activated locations. Also, any new projects in
the design pipeline, such as the recently installed solar panel powered
Pedestrian activated Crosswalk Controls at the 4 Way intersection of Spring
Street with Blue Spruce Drive and the relocated driveway entrance to
Springbrook and Stroudwater Lodge.
Here is a list of projects that you may or may not be aware of. We can’t commit
to maintaining an up to date database with the group but I can give you a sense
for things in the pipeline. Also, there may be things in the works that aren’t
listed here as there are ongoing negotiations with entities that do not have
formal projects in front of the City.
Cumberland Mills Triangle Project – Construction in 2018
William Clarke Drive Reconstruction – Design beginning in 2021-2022
Ped crossing improvements at Main and Stroudwater performed by Dunkin Donuts
rehab in conjunction with Public Services – Fall 2017-Summer 2018
Reconstruction of Larrabee and Main Intersection performed by Waterstone
Developers – 2018
Maple Street CSO Project - Construction 2018
New Gorham Road CSO Project - Construction 2018
Ongoing sidewalk and crossing improvements in Colonial Acres
North Side Riverwalk Project – Designed but not funded for construction yet
The Westbrook Safety and Mobility Access Committee are requesting this so
that we can be in the communications loop for such infrastructure projects if
they will affect the City's Pedestrians, Handicapped Citizens - those in
wheelchairs, vision or hearing impaired,and
Our Elderly Citizens who are still driving. We want to be able to provide
assistance or ideas which may enhance or improve a new or upgraded project,
before construction begins, so that a design flaw or delay can be caught in
time before it has a possible negative consequence on any of the above
mentioned citizens, be they Westbrook residents or someone from another city,
town or from elsewhere.
Would it make sense to have a designated email address to receive Planning
Board and City Council Agendas? That would be the best way to do it I think.
One group that comes to mind are the expected 400 - 500 Maine Medical
Center employees that will be commuting to and from their new employment
location here in Westbrook. Are there any plans for working with MMC in
providing an Orientation Program for the traffic conditions they will encounter
in the morning and afternoon/early evening rush hours ?
MMC will have 615 employees on Dana Court on Day 1. We are working with MMC
regarding logistical issues. There will be a period of adjustment with that
influx of employees which is a good problem to have.
We normally hold our monthly meetings on the 3rd Wednesday of the month, at
the Westbrook Warren Congregational Church at 5:30 PM - 7 PM. The October
meeting will be on the 2nd Wednesday - October 11th, due to my possibly being
out of the country on the 18th.
Late afternoon/early evening meetings are difficult for me to attend due to
work/life balance issues. Meetings starting at 7 pm work better for me which
is why I don’t typically attend this meeting.
