new one, unless as a replacement. My guess would be they had to remove one for

Actually, I and a lot of bicyclists I know don’t care for these signs. They 
mean well, but they are vague. They don’t really give any specific instruction 
for how to share the road. We have found that some motorists use them as an 
excuse to tell cyclists to “share the road”, meaning “move over and get out of 
my way”. Delaware’s DOT is actually phasing them out. Many of us prefer the 
“Bikes May Use Full Lane” sign, because it is more specific.
