Meeting Notes, October 11 2017

Westbrook-Warren Congregational Church, 5:30 PM

Present: Leelee Prince, John Brooking, Eric Dudley, Police Chief Janine
Roberts, Kim Tarbox, Abigail Cioffi, Dennis Marrotte.

1. Sherri: This meeting is not for extended discussion of what happened,
but a reminder of why we exist, and how we move on from here.

Chief Roberts: Here to provide general information on fatality. Is able
to tell us that the pedestrian was not in a crosswalk. No evidence at this
point as to speed of car, nor state of the traffic light. Unlikely
investigation will ever have all the answers we want.

Dennis relates his recent story about a marked cruiser speeding. Chief
Roberts recommends calling dispatch and asking for a supervisor, or Patrol
Captain Shawn Lally.

Traffic complaints: Enforcement can never be the solution; too many
streets, too many cars. Traffic car works 40 hours a week. Average 9-10K
traffic stops a year, total.

Question on stopping for crosswalks. Must stop first? If someone is in
it, certainly. But not a statute that we know of to stop at crosswalk first
regardless of anyone in it.

Chief Roberts asks: Do we have education effort going on, planned? Yes,
we’ve talked about a lot of things, but we haven’t prioritized and focussed
very intentionally yet. Dennis asks about immigrant outreach especially.
Chief suggests working with Megan Perry, who is working on educational
efforts to the immigrant community.

2. Update on project list

   North Side Riverwalk Project – Designed but not funded for
   construction yet


John mentioned having a page on the City with a project list.

Regarding Dunkin’ crosswalk, Eric updated us on that. It was just about
ready to get started when the DD expansion issue came up. Now most will be
paid by DD, with City add pedestrian beacon. Expect it will be done in the
spring.

Z brings up “Take it to Make it” flags. Eric says the big problem is
people will take them. They will need to be replaced.

Leelee brings up use of FBC electronic sign, could display messages. Eric
observes that that sign is actually not properly permitted.

Abigail mentions the Biddeford Main Street program. They came up with a
#hashtag system for communicating. She will find out more.

Eric says there are about 300 projects a year. It would be very difficult
to keep that all updated.

Interesting side note: There is a push to build more sidewalks in
neighborhoods, based on standards that say it must be done. Some
neighborhoods are actually pushing back on that. Eric will email us about a
community meeting for Maple Street sidewalk construction.

Dennis brings RR crossings. It is the RR company’s responsibility to keep
those in shape, but they often don’t.

Community Development Block Grant idea: Federal $, administered by
Cumberland County. City already has a long list of projects for this, but
sidewalks at Cumberland Triangle could be one of them. Eric suggests
sending letter to the Mayor, making this request. Abigail notes discussion
of CDBG from Downtown Coalition. Deadline will be December, should have
letter in by November. Letter to be drafted by Dennis and Leelee.

3. Walk audit training update: Tentative dates (Oct 30, Nov 3), we need
to get back to BCM about it.

Leelee heard back from Angela King. Oct 30 can be a good date. If 5:30,
then darkness might be an issue. Sunset is 5:34 PM on 10/30. Leelee will
see if it can be pushed back to mid-afternoon.

4. Domain name

once. Lots of organizations purchase multiple names, so that price is per

Eric votes for WestbrookSafeMobility.org, because understandable. Others
like it too. Group consences on that. John will purchase it, and group will
pay him back in small donations over time.

5. Goal prioritization

If we prioritize 5-10 goals, then a forum can pull people into those
initiatives. Also find chairs.

Some proposals:

   Communication (AJ column, newsletter, Facebook official  posts)

   Public Education (and clarify social media policy)
   -

   Accessibility (physical, visual) - Immersion day
   -

   Enforcement


When we are more organized in our priorities, we can consider another
large public forum in which people could sign on to work on our priorities,
or suggest their own.

Didn’t get time to discuss. Will do so at next meeting. Abigail will lead.

6. TICK video: Okay as is, or do we want edits? What do we want to use it
for?
