[wisb] more AOU changes that affect list of WI birds likely due this year

The Carpodacus finches (Purple Finch et al.) are likely to have their genus
name changed from Carpodacus to Haemorhous.
The Inca Dove is likely to have its common name changed from Inca Dove to
Aztec Dove.
