I believe that the mystery raptor Seth was seeing near Fountain City was probably a partially albinistic Red-tailed Hawk as I have been seeing some in that area for over 20 years. One bird hangs out along County YY and the other along the southern end of Canada Ridge Road where it intersects with Waumandee Creek Road, both of which are near Fountain City. Another good spot for an albino Red-tailed Hawk in Buffalo County is along County road E as you go up the hill out of Alma and before you get to the top of the hill. by scanning off towards the river along the bluff you have a good chance of seeing this bird, and if you miss it here it can often be seen along the road to Buena Vista Park which branches off of E. This bird is almost pure white with only two dark feathers mixed in. THANK YOU, Scott A.
