I can't tell which species they are from the photo, but would offer that they 
may be the three Mute Swans that I saw on Monday loafing just offshore between 
South Metro and Bender Parks on the south side of Milw.  county.

 hope this link works to the image of the Swan species at Milwaukee's
akefront today near McKinley Marina. It is poor quality, I have been
mailed the first link did not work. These birds were very high up, flying
