[wisb] Neotropic Cormorant possibly still present

If you haven't had a chance to see the Neotropic Cormorant at the Horicon
International Education Center yet (like myself), don't lose hope just yet. It
was reported to Ebird by Paul Jakoubek today and although he didn't have a
direct size comparison with Double-cresteds, he provided a good description of
the bird. The time of observation was 4:45PM.
