[wisb] Milwaukee's mysterious "public bird houses" (photo)

I'm still trying to figure out the story behind Milwaukee's mysterious "public 
bird houses" (that's my term for them).

They are woven-basket bird houses hung from tree branches on public 
rights-of-way on Milwaukee's east side. They are maybe 8-10 inches tall, and 
usually have a screw or a bolt as a perch. I've seen quite a few of them on my 
BIGBY walks.

Today I took a photo of one such bird house that is located in a tree at the 
northwest corner of Brady and Prospect.
