Yes the tail pattern would be that of a Coopers and not a Goshawk. I defer 
to Ryan Brady and the others who have a good deal of knowledge of the two 
species.  Thanks to all for the info and for clearing up the ID in my mind.

I'm certainly not a hawk expert, but while the 
head looks much like a young Goshawk, the tail 
pattern looks more like a Cooper's 
Hawk.  Goshawk's have wavey bands across the 
tail, Cooper's and Sharp-shins straight bands.  I 
suspect most viewers are going by the tail pattern.
