Personally, I thought this was pretty obviously a Cooper's Hawk. The tail color & banding and very light belly with rather sparse streaking, combined with a fairly slim profile, just say Coop to me. On BNA Online, most of the juvenile Cooper's in several photos have a light supercilium. Disclaimer: Goshawk IS one of my "nemesis" birds (meaning I have no confirmed sightings.) However, I have had many Cooper's Hawks of all ages & sexes in my yard over many years, so I've been able to study them pretty closely.
