A couple of thoughts:

1) You could use Process Explorer from www.sysinternals.com to find out
what files and directories need a higher level of access and change the ACLs
2) You could temporarily elevate the user's priviledges, log in as the
user and install the printer, then log out and change them back.
3) You could change the plug and play service to run as an admin user
4) You could purchase cheap network print server attachments, and just
make the printer a network printer.
