[windows2000] Terminal Server Sizing

I have a colleague who is looking to implement a terminal server solution
to push out a custom database application, open office and email to 300
remote users.

He mentioned that his organization was looking at using three W2K3 servers
- dual xeon 2Ghz, 2 GB RAM as the terminal servers.  I told him that I was
skeptical that 3 servers would be able to handle the load of 300 users -
with good probability that atleast once a week all 300 users will be
simultaneously using the servers.

Any advice ... load calculations ... rules of thumb ... etc???
