I've experienced this too. It most often happens when IE5.0 is installed (from a clean os-install) and you go to windowsupdate and apply all patches there. IE doesn't like this at all. I solved this by uninstalling IE6. Apply all patches for IE up to IE 5.5 and *then* install IE 6 sp1 with a following patching from windowsupdate again. Tedious, bet it works.
