Is this pinging by server name or IP address? If it's slow to ping the
server name and quick to ping the IP address you have a bottleneck in your
name resolution somewhere. Perhaps you have an incorrect WINS or DNS address
on the XP box?

Subject: [windows2000] Slow ping response

I have a network that is having an unusual problem. They are doing a gradual
upgrade to XP from 98. The server is Win2k. Basically, they were having a
problem with some of their software not working correctly with the server.
They got on the phone with tech support, and the problem was server
timeouts. When they ping the server from the 2 computers that have been
upgraded to windows xp, it takes about 5 seconds for the first response to
come back, and then the rest come back as normal. What would be the cause
of this? All of the infrastructure is the same as before, and there are
other XP boxes on the network that are working fine. Any suggestions?
