One server can only host one FTP site per IP address and/or port. We would
need another NIC in the server for another IP address. All documentation
(Microsoft) shows we just need to add another FTP site with a different
port. However, it doesn't seem to work.
BTW: it appears we are having problems setting up anonymous access to an
FTP site on 2003 anyway.

Is there are reason why you need to use 2 different ports? Is it possible access is blocked via firewall to the "non standard" ftp port you are using? Do you have an extra IP you can use in instead? All you need do is add a second IP to nic and then specify that IP for the second ftp site.

This has already been done on the site we wish to access anonymously. Still doesn't work. We have also added the IUser account to the NTFS permissions of the directory.
