As long as we're on that subject, I wrote a password generator/checker program in Java (as an applet). The generator isn't that exciting there are a number of those out there, though it does allow you to specify how many of what kind of symbols. The cool thing about it is the checker, it will scan the password and using a variety of common sense rules will give the password a score. Rules include things like mixed characters, length, any dictionary words, etc. Then all you have to do is tell the user how high they have to score rather than giving them a long list of rules. I don't claim it's the best code ever (my first java program in fact) but it does work, if anyone wants a copy send me an email and I'll be happy to share.
