[windows2000] RIS & qmgr.dat files

While RIPreping a Windows XP Pro desktop I get the following error:
"C:\Documents and Settings\All users\Application
Data\Microsoft\Downloader\qmgr0.dat could not be copied due to a sharing
violation."
What exactly is qmgr (Queue Manager?) and how can I let it do of it's
qmgr#.dat files?
I think people backing up Windows XP encounter the same problem with
those files.
