[windows2000] OT:XP install msxml3.dll

OT:XP install msxml3.dll
i am installing windows xp on my sisters new pc, and = it is saying that it
cannot find msxml3.dll and then when it boots, it = says it cant get a
licence. any ideas why this might = be?
