A few things I can think of.
1. Turn off the HTML.
2. Are there any pop-up stoppers running on the machines?
3. Run the IE repair (assuming you're using IE).

Has anyone ever had an issues with browing the internet. Basically when
users are browsing they will click on links within websites and the
browser does nothing. We use a lot of web based applications for
inputting loans and other financial junk. I thought at first it was an
issue with the web site but I have had a few users with the same problem
at different websites.
