[windows2000] OT - Mailing List Software

Looking to host a mailing list for our school district. Parents
would be able to sign up to receive newsletters and other communications
electronically versus being sent home with the student.
Looking for a suggestions on how to do this. Would need to run on
Windows based server.
Anyone use Listserv from www.lsoft.com?
