Sounds like your computer thinks you have OE 4.01 (IE 4.01) installed.

Yep,
Tried it... no joy.  Still get the error Outlook Express 4.01 is not 
installed and it takes forever to open.
I imported  all of my mail in my pst file to Thunderbird and it still 
opens lightning fast!  I like the weather plugin and the rss feed 
plugins also.
