Steve, The only advice I'll give you is make absolutely sure the printer/copier/scanner works perfectly with AutoCAD. I've had many problems with AC and print drivers for HP products. Have you looked at Oce or Xerox CAD products? We recently replaced an old HP plotter and scanner with a large format Xerox XES system. It copies, scans to file, and plots CAD (any size) without problems. It also cost $25K (w/o the color option). I've seen Oce products and they look and perform wonderfully also (they cost even more). I don't know if they (Oce and Xerox) sell equipment designed for the smaller formats though. If your requirements take you down the HP road, have the sales rep setup a system using AC04 to show you it will work. Lots O' Luck!
