I've tried...but my manager wants to give these people this access so we
don't have to maintain it.  I think it changes fairly frequently so he
doesn't want us to constantly be bothered with making these changes.  I
personally don't mind it if it means keeping our stuff stable...

If the default file permissions dialogs aren't user friendly enough for them
I don't know what other options you have.  Some things just are they way
that they are.  

I assume this department doesn't have technical people actually doing this?
Most of these things are best left to the IT team, maybe you need to
convince them why not to do this.

Yes, I know they can do file permissions already but they are afraid to do
it that way.  They want a more user-friendly way.  But they will also need
the ability to add users to the groups that need access to the
files/folders.

They should already be able to control their own file permission if they're
using NT/2k/XP workstations.  To do that you just need to give them proper
access to start off with and they'll be able to modify them from their
desktops.

As for adding/removing users from a group thats more difficult with NT.  I
can't think of anything off the top of my head other than moving to AD.  :)

We're currently using NT (I know...we're a bit slow moving forward).  I need
to be able to allow this department to control their own file permissions,
but I need a user-friendly way for them to do it.

I don't know about the "user-friendly" requirement, but that is one of
Active Directory's major claim's to fame.

Are you using Windows NT or Windows 2000 for your server OS?

We have a need for a department to control their own file permissions and to
add/remove users to a specific group.  Is there a program/utility out there
that is user-friendly that allows Domain Admins to "delegate" what kind
administrative privileges they can give to average users?  Please respond
quickly, as I have a meeting with this department tomorrow morning.
