If the default file permissions dialogs aren't user friendly enough for them I don't know what other options you have. Some things just are they way that they are. I assume this department doesn't have technical people actually doing this? To do that you just need to give them proper access to start off with and they'll be able to modify them from their desktops. As for adding/removing users from a group thats more difficult with NT.
