I don't know about the "user-friendly" requirement, but that is one of
Active Directory's major claim's to fame.

Are you using Windows NT or Windows 2000 for your server OS?

We have a need for a department to control their own file permissions and to
add/remove users to a specific group.  Is there a program/utility out there
that is user-friendly that allows Domain Admins to "delegate" what kind
administrative privileges they can give to average users?  Please respond
quickly, as I have a meeting with this department tomorrow morning.
