I think there is an issue relating to when the msi is on a remote share.  I
don't remember the error code, but looking it up on the MS KB gave me the
workaround.  Workaround (for unc path issue is to copy the package locally
and install from there.

Has anyone ever had a problem with the Windows Installer Service on a
Terminal Server, W2K? Whenever I try to install a program it bails out with
an error 18 and tells me there is a problem with Windows Installer. I've
tried msiexec /unregister and then registering it again per Microsoft's site
but to no avail.
