Do you run Exchange?  If so, I have had real good luck with GFI FaxMaker with a 
Digi Multi-port modem.

They make a stand-alone SMTP server version too, but I have never used it.

Our Management has finally bought into the concept of a fax server. To give
you some idea of the duty cycle, we have approximately 20 fax machines
throughout the company. Two of them are pretty much tied up all day long. 
I know automatic delivery of incoming faxes can be a problem, but we can
assign an administrator to handle this part.
