What do you mean, he can't access it? Does he get a 404? Is this an intranet or a WWW site? Like, I ask because I just came back to my desk and refreshed the intranet page I had open and saw that half of it disappeared. And then I realized that it was because my session had timed out and the page thought that I was not authorized to see most portions of it.
