Depending on your configuration. DNS server caches queries most commonly asked
for/resolved. So in a way, it will forward after it has checked cache and
failed to find an entry.

If using forwarders on your W2K DNS server, does the forward lookup occur first
or after the DNS server fails to resolve the name?
