What is the purpose of the other NIC on this machine? Maybe you could disable it or remove it for a while and see if that makes any difference. I have RIS running on one Server and DHCP on a different server (both W2k) and have not had a problem. Neither has a second NIC. I also have 2 w2k servers with 2 NICs running ISA server and Microsoft's RRAS router (to connect 2 offices) and they are always complaining that they can not get a browser list from the DC. Different issue but I think it is a issue because there are 2 NICs on the server. When the service is running, it works fine dishing out IPs. The only thing I've done recently is to install RIS to another machine (different ip, obviously), but I've checked that it was only ris, not dhcp service as well.
