You will need a second Domain Controller in the Child Domain AND you need to
make it a Global Catalog Server in order to process logins if the first
Domain Controller in the Child Domain fails.

Thanks. I was afraid of that. Do you know of the minimum requirements for
the Empty Forest Root Domain Controller server? Also, does it contain a
replication of the child domain? For instance, if the child domain
controller fails will the Forest Root box server logins?
