I'm not yet a broadcaster myself, but there's a fairly comprehensive
tutorial on ACB Radio Interactive. You can access the individual
headings via separate links, but the whole page is located at:

There seems to be a lot of generally applicable stuff here for those who
want to broadcast using Shoutcast and Winamp, so you should be able to
find the answers to your questions here, even if you aren't thinking in
terms of becoming a broadcaster on Interactive.
