You are on the money.  When I upgraded my NT 4.0 PDC I eventually DCpromoed
that machine and moved everything over to a another Win2K controller and
made it my PDC emulator.  Under Active Directory Sites and Services,
Default-First-Site-Name the Properties for Licensing Site Settings the
Licensing machine was still set to the machine I took down.  Changed it to
the correct machine and the problem is solved.

Sorry, please don't thrash me.  NT 4.0 was so simple compared to this.

  This sounds like a "number of concurrent users" problem.  In NT you can
have a server that only allows a certain number of concurrent clients at
one time.  Perhaps it is related, in some strange way, to that.  I do not
know what, if any, Win2K carry over there might be for this.  I would
definitely be checking the "number of licenses setting" in the NT server(s)
on the network.  (I'm on 'daily digest' so I won't see any posts until
sometime tomorrow.)
