When I upgraded my NT 4.0 PDC I eventually DCpromoed that machine and moved everything over to a another Win2K controller and made it my PDC emulator. Under Active Directory Sites and Services, Default-First-Site-Name the Properties for Licensing Site Settings the Licensing machine was still set to the machine I took down. Changed it to the correct machine and the problem is solved. Sorry, please don't thrash me. NT 4.0 was so simple compared to this. Thank you to everyone who helped me with this issue. In NT you can have a server that only allows a certain number of concurrent clients at one time. Perhaps it is related, in some strange way, to that. I do not know what, if any, Win2K carry over there might be for this. I would definitely be checking the "number of licenses setting" in the NT server(s) on the network.
