Is WINS working properly?  Can you resolve netbios names on the NT boxes?  Try
an lmhosts file if all else fails.  Do you have any NT 4 BDC's?  If so, are they
replicating properly with the 2K PDC?

It sounds like no PDC is available to verify the user credentials which can
either be netbios or SAM problems.  Try moving the PDC FSMO to another server
and see what happens.
