I know Kansas did a low cost loan program with WIA funds for
participants to buy training and education.  I believe they got some
type of waiver or just put it in their plan.  You'll need to check with
them, but it might be helpful to you.

Has anyone looked into using WIA funds as seed money to assist WIA
participants in  purchasing vehicles using no-cost loans? 

 A rural local area  has proposed this, and asked to start a revolving
loan fund using WIA funds, so that when customers pay back their loans,
the funds from the re-payment could be used assist other customers and
eventually, the project will become self-sufficient.
