Recovery

Is anyone aware of any existing compacts under which one state has agreed to
provide specific UI and/or other workforce services for another state in the
event a future disaster prevents that other state from doing so - basically,
something that would provide prospectively for the sort of arrangement some
Katrina-impacted states have worked out with other states?
