Local areas could be spending money on this population. It is difficult to tell what Ms. Martinez is looking for - reentry programs can encompass programs to work with prisoners in anticipation of their release as well as helping them to assimilate after they have returned to their communities. Locally driven programs would not have much incentive to work with offenders who are still incarcerated because the prisoners will scatter once they are released (return to their home communities). We do have a small grant from Parole to provide employment services (counseling, job search assistance) to ex-offenders in NYC. Elaine Kost, who handles the federal bonding program for us, indicates that she gets phone calls from staff asking questions on how to deal with ex-offenders who are seeking services so I think you can assume ex-offenders are a part of the universe of One-Stop customers, but I don't know of any special program that is WIA-funded to specifically deal with this population. You may want to ask in WDT though.
