If the primary reason an individual is unemployed is because he/she is an ex-offender, the individual would not meet the dislocated worker definition. Of course, any customer might have a criminal background; but the determining factor for which funding stream we most likely would use to serve the customer is why the customers is unemployed and/or in need of services.
