Nebraska has not had any litigation on this topic. We did have several
complaints at the start of the process from providers who did not think
they were getting enough referrals, but no litigation. A provider can file
a grievance if they are not certified or are decertified, but the lack of
referrals is not one of the grounds for appeal enumerated in our grievance
policy.
